Once I figured out the alignment on the existing bumper it worked just like it was supposed to!!!
It does indeed turn a vertical bumper into a horizontal one. But IMHO, this should be included with the vertical bumper, so you can choose how you want to mount it. This is just a small angle bracket with 4 holes in it.
